How to Bypass ISP Throttling in Australia

Your ISP may be deliberately slowing your connection. Here's how to detect throttling and fix it.

What Is ISP Throttling?

ISP throttling (also called bandwidth throttling) is when your internet service provider deliberately reduces your connection speed. Australian ISPs do this for several reasons:

  • Peak hour management — slowing all customers during busy periods (5pm–11pm)
  • Data cap enforcement — slowing speeds after you hit your monthly limit
  • Traffic shaping — prioritising certain traffic types and deprioritising others (e.g., slowing video streaming to reduce network load)
  • Application-specific throttling — targeting specific services or protocols

How to Detect Throttling

The classic test is to compare your speeds with and without a VPN. If speeds are significantly better with a VPN, your ISP was throttling specific traffic.

Method 1: Speedtest with and without VPN

  1. Run a speed test at speedtest.net without VPN (record the result)
  2. Connect to a VPN (Australian server)
  3. Run the same speed test again
  4. If the VPN result is significantly faster, your ISP was throttling

Method 2: Netflix Speed Test

  1. Visit fast.com (Netflix's speed test) without VPN
  2. Compare with speedtest.net result
  3. If fast.com is much slower, Netflix traffic specifically is being throttled
  4. Enable VPN and test fast.com again — if it jumps, confirmed throttling

Method 3: M-Lab Internet Health Test

Google's Measurement Lab (at measurementlab.net) runs a neutral test that can detect traffic shaping. It tests your connection at different times and protocols to identify inconsistencies that suggest throttling.

Does Australia's NBN Throttle?

The NBN network itself doesn't throttle individual users. However, ISPs that resell NBN access — Telstra, Optus, TPG, iiNet, Aussie Broadband, Superloop — have a fixed amount of bandwidth (called CVC) they purchase from NBN Co.

When too many customers are using the network simultaneously, ISPs with insufficient CVC capacity experience congestion. This appears to users as throttling even though it's technically congestion.

Key insight: A VPN can bypass application-level throttling (where your ISP identifies and slows specific traffic types). It cannot fix CVC congestion — that's a capacity problem only your ISP can solve.

Telstra

Telstra's network is generally fast but customers on older ADSL or slower NBN tiers report peak-hour congestion. Traffic shaping has been reported on some business plans.

Optus

Optus 5G Home Broadband users often report peak-hour slowdowns as Optus manages network load across 5G towers. Some throttling of high-bandwidth activities has been reported.

TPG / iiNet

TPG's NBN plans have varied CVC purchasing — cheaper plans may suffer worse peak-hour performance. TPG has historically been criticised for purchasing insufficient CVC capacity.

Aussie Broadband

Frequently rated Australia's best ISP for speed consistency. They're transparent about their CVC purchasing and prioritise network capacity. Throttling complaints are rare.

How a VPN Bypasses Throttling

When you connect to a VPN, all your traffic is encrypted and wrapped inside VPN packets. Your ISP can see:

  • That you're connected to a VPN server (IP address visible)
  • The volume of data you're transferring
  • Nothing else — the content is completely encrypted

This prevents deep packet inspection (DPI) — the technology ISPs use to identify traffic types and apply throttling rules. If your ISP can't see that you're streaming video, it can't apply a "slow down video" rule.

Result

VPN bypasses application-level throttling effectively. If you see big speed improvements with a VPN, your ISP was actively throttling specific traffic — and you've found the fix.

When a VPN Won't Help

A VPN will not fix these types of slowdowns:

  • You've hit your data cap: If your ISP has throttled you for exceeding your monthly data allowance, a VPN won't bypass this — it's tied to your account.
  • True NBN congestion: If your ISP has purchased insufficient CVC bandwidth, everyone on the network is equally slow — including VPN traffic.
  • Your own hardware: Old Wi-Fi router, long ethernet cable, or outdated network card can be the bottleneck.
  • Server-side limits: If the website or service itself is slow, a VPN won't speed it up.

Other Ways to Address Throttling

  • Switch ISPs: Aussie Broadband has consistently better performance than Telstra or Optus on comparable NBN plans.
  • Upgrade your plan: Higher NBN tiers (NBN 250 or 1000) get more dedicated bandwidth during peak hours on some ISPs.
  • Contact your ISP: If speeds are consistently below your plan's minimum guaranteed speed, you're entitled to lodge a complaint with your ISP — and ultimately to TIO (Telecommunications Industry Ombudsman).
